Control Room Application Consultancy (PSIM, SMS, PSAP)

The role and position of control rooms are evolving. They are becoming increasingly important in ensuring the continuity of a wide variety of organizational processes. Their tasks are no longer limited to monitoring the safety level. Control rooms are also responsible for managing building facilities, production processes, information management, emergency response, and personal well-being. This growing complexity makes the role of the control room operators more challenging. Therefore, these underlying systems and information flows are integrated into a single fully integrated application, such as a PSIM, SMS, or PSAP system. This allows different applications to be managed and controlled from a unified user interface. The Control Room Maturity Model was collaboratively developed by the Control Room Institute(Meldkamerinstituut), 3MC, and Nenova IT. This partnership embodies the unique expertise of each organization in the respective focus areas: human (Meldkamerinstituut), organization (3MC), and technology (Nenova IT). Through this exceptional collaboration, we can offer a comprehensive package, enabling us to examine your control room organization from all these perspectives.

Starting from this foundation, we embarked on developing the Control Room Maturity Model. It’s an integrated model that not only assesses the maturity level of the entire control room but also evaluates all supporting components. In total, we evaluate a control room against nine different measurement points: skill, talent, behavior, culture, collaboration, environment, technology, system, and data.

The model provides specific insights per measurement point while offering an integrated developmental perspective for your entire control room organization. This holistic approach is unique and assists you in progressively professionalizing your control room. It equips you with tools to achieve development that aligns with your growth requirements. Below, you can find the Control Room Model featuring the three focus areas and the nine measurement points.

If you require an independent assessment of your control room’s maturity level, we’re eager to discuss the value we can bring to your organization. Based on your questions and needs, as well as the type and size of your control room, we offer three types of control room assessments: bronze, silver, and gold. The bronze option serves as the entry level, and the gold variant offers the most comprehensive assessment.

Irrespective of your choice of a bronze, silver, or gold assessment, the team will consist of at least four individuals. Each area of focus—human, organization, and technology—will have its specialist. Additionally, there will always be someone acting as the primary contact point for you as the client, overseeing the organization of the control room assessment. This individual handles communication and ensures the quality of our services. acting as a link between the three focus areas and the involved experts.

Depending on your chosen variant, we will be present in your organization for at least one day to multiple days. Through interviews, observations, and document analyses, our specialists will gain insights into the current state of your control room. Depending on the chosen variant, the findings and results will be presented to you differently. This ranges from a concise report in the bronze variant to a fully developed growth model in the gold variant. We’re eager to converse with you and determine which variant suits you best.

The Control Room Maturity Model is designed to be universally applicable across various markets and types of control rooms. This applies to both smaller versions and larger multidisciplinary and multifunctional control rooms. Often, the (security) department lacks the knowledge of effectively conducting functional management. During tenders and the deployment of new control room systems, functional management is often “forgotten” or underestimated. Many vendors claim to provide it, but they actually perform technical application management and “forget” about the processes and users. Functional Management’s task is to ensure that the configuration of the control room system best supports users in their tasks. Everything configurable within a control room system falls under the responsibility of the functional manager, such as optimizing the user interface, implementing workflows, and dashboards. Additionally, it encompasses establishing processes for controlled changes (change management, configuration management, training superusers, managing FAQs, etc.).

Effectively conducting functional management of control room systems doesn’t have to be time-consuming, provided that the right (functional) knowledge is present about the systems, control room processes, the physical security chain, and the landscape of vendors and integrators. “How do we envision the future of safety, security, and control rooms?” A question we regularly ask ourselves. Society is becoming more complex, and (technical) developments follow each other rapidly. We are constantly confronted with new risks and threats. Our answer to this question is succinct. “To meet the challenges of the 21st century, we must collaborate and innovate.”

Society is becoming more digital, and the amount of available information is increasing. Smart information systems can contribute to the safety, livability, and sustainability of a business, city, or country. The influence of control rooms and control centers extends beyond incident and crisis management. The possibilities go beyond the realms of safety and security.

In ‘smart buildings’, we see software platforms forming connections between information and automation systems. Information from access control, fire safety, video, and building automation systems comes together. The same development is visible in ‘smart cities’. Thousands of sensors collect data, such as smart cameras, traffic lights, weather stations, and lighting. This data is then filtered by intelligent systems. This offers significant opportunities in areas such as emergency response, crime prevention, energy and mobility management.

We see systems communicating and collaborating more effectively. Information sharing and collaboration are essential.
